  16.4.1.1 Anticipation with ce

With the verb être always use ce:
  Ce n' est pas bien ce qu' il a fait.
    This is not good what he did.
  C' est plus qu' une faute, c'est un crime.
    This is more than a mistake, it is a crime.
  with other verbs cela is used
  Cela m' étonne qu' il ne soit pas venu.
    This surprices me that he did not come.
  Cela m' a vraiment énervé.
    This really annoyed me.
